Basic conditions for employers: they are established in accordance with the law, have no record of serious violations of law or bad credit record; the position where a foreigner is hired shall be specially needed and there is no qualified candidate domestically, and do not violate relevant national regulations; the wages and salaries paid to hired foreigners shall not be lower than the local minimum wage standard. Where China’s laws and regulations stipulate that pre-approval of the competent industry authority shall be obtained, such document shall be obtained.
